It can go on slightly damp stone, but a clean, dry, absorbent surface gives the best penetration and the longest service. Apply with a brush, roller or low-pressure sprayer under 50 psi, with a fan tip if spraying. Keep surface and air temperatures between 40 and 95 F during application and for eight hours afterward. Porous stone and block can need considerably more, sometimes a second coat. When dry the finish is matte and the surface looks virtually unchanged.
