This is the Rocky's Reel Systems anchor bolt, part number 520, sold two to a pack. Each bolt is 8 inches long.
What it is for
Anchor bolts hold reel hardware down. They live outdoors in a wet, chlorinated environment, and after enough seasons they corrode, bend or lose their grip in the deck. When that happens the mount starts to move under load and the movement works its way into everything bolted to it. Replacing the bolt is the cheap end of that problem.
