What a rubber washer does
It spreads the clamping load of a bolt over a wider area and puts something compressible between two hard surfaces. On pool deck hardware that means the fastener does not chew into the deck, the metal parts do not sit directly against each other, and there is a little give in a joint that gets flexed every time somebody uses it.
