When it needs replacing
Terminal boards fail from heat. A connection that was never quite tight arcs under load, the arcing chars the board, and once the plastic is burned or a terminal is damaged there is no cleaning it up. Replacing the board is a fraction of the cost of the motor when it is the only thing that has failed.
Kill power at the breaker before opening the end cover, and verify the terminals are dead before working on them.
