A 25 x 40 ft inground pool takes a 30 x 45 ft cover. The extra is the overlap, 2.5 ft on every side, and it laps onto the deck where the water tubes hold it down. Every cover on this page is listed by the pool it fits, and the covers cut for a larger pool that still work here are under Also fits.

These are cut for a larger pool but still work here. Each card shows the overlap it leaves on the sides and on the ends, so you can check it against your deck.

A 30 x 45 ft cover. That is the pool plus 5 ft, which leaves 2.5 ft of overlap on every side for the water tubes to sit on.
19 tubes of 8 ft, or 15 of 10 ft. The 30 x 45 ft cover has a 150 ft edge, and the tubes go end to end around it.
A 30 x 46 ft cover leaves 2.5 ft on the sides and 3 ft on the ends. A 30 x 50 ft leaves 2.5 ft on the sides and 5 ft on the ends. Both are under Also fits.
Yes. On a 24 x 40 ft pool it leaves 3 ft on the sides and 2.5 ft on the ends, which is inside the 2.5 to 5 ft the overlap has to keep. The 24 x 40 ft page shows it the same way, under Also fits.
No. Never drain an inground pool. The water holds the shell down against the groundwater outside it. The level comes down a little, and the cover's overlap is cut to reach the lowered waterline and still lap onto the deck.
