A 16 x 34 ft pool takes an 18 x 36 ft cover. Two PoolTux mesh covers at this size, both plain rectangles with no step cutout.

An 18 x 36 ft cover. Watch that pair of numbers: 18 x 36 ft is also a pool size we cover, on its own page, where the cover is 20 x 38 ft. Order by the measurement of your pool, not by a cover size you have seen.
No. Both covers at this size are cut as a plain rectangle. A pool with a step needs a cover made with a step panel, stock at 8 ft wide and 4 ft back at the water line, and anything larger than that is a custom cover.
ASTM F1346 requires it to drain substantially all standing water within 30 minutes after rain stops. A mesh cover does that by construction, since the water passes through the fabric into the pool instead of pooling on top of it.
Cover manufacturers state a maximum rather than a target, commonly no more than about 18 in below the top of the pool. The water under the cover is what carries a snow load, and with mesh the level rises through the winter anyway as rain drains in.
There has to be deck all the way round. The cover runs about a foot past each edge of the pool and the anchors are set through that overhang, so every side needs something to anchor into. Brass anchors tamp flush into concrete or paver decking and wind up with a hex key.
