An 18 x 36 ft pool takes a 20 x 38 ft cover. Sixteen covers at this size from PoolTux and GLI Secur-A-Pool, mesh and solid, in every step cut and as plain rectangles.

A 20 x 38 ft cover. Watch the numbers here: 18 x 36 ft is also the cover size for a 16 x 34 ft pool. Order by the measurement of the pool, not by a cover size.
Both are made. The mesh covers are self draining, so rain goes through into the pool and there is no pump to run, though light passes and the algaecide dose is commonly doubled. The solid covers, the Emperor and the light weight solid, hold water on top and need a cover pump all winter.
PoolTux and GLI. The PoolTux covers run Royal and King99 mesh, Emperor solid and a light weight solid. GLI's Secur-A-Pool is a polypropylene mesh. Warranties stated at this size run from 15 year limited, the first 3 years full, up to 20 years.
No outside body issues a certificate for a pool cover. Compliance is declared by the manufacturer, and ASTM F1346 handles it through the label: section 8.12 requires the label to state the cover's classification. Read the label, it is the thing that tells you whether you are holding a safety cover or an other cover.
Manufacturers state a maximum, commonly no more than about 18 in below the top of the pool. The water is what supports the cover under a snow load, so going lower works against the cover rather than for it.
