What size safety cover fits a 25 x 45 ft pool?

A 27 x 47 ft cover. Even at this size the rule is the same, the pool plus about 2 ft, which puts roughly a foot of fabric on the deck all the way round for the anchors.

Is there a 25 x 45 ft cover without a step?

Not at this size. All six covers made for a 25 x 45 ft pool are cut with a step panel, center, left or right. The panel is 8 ft wide and 4 ft back at the water line, and a step larger than that needs a custom cover.

How much weight does a cover this size have to hold?

485 lb, the same figure ASTM F1346 sets for any pool more than 8 ft wide. It is applied as 210 lb, 225 lb and 50 lb, each over one square foot and all within a 3 ft radius, which the standard describes as two adults and a child.

Do these covers need a pump?

No. All six are woven mesh and self draining, so rain and snowmelt pass through into the pool. Mesh lets some light through, which is why the algaecide dose under it is commonly doubled.

How low should the water be under the cover?

Keep it up. Manufacturers state it as a maximum, commonly no more than about 18 in below the top of the pool, because the water is what holds the cover up under snow. Mesh drains into the pool, so the level rises over the winter on its own.
