What size safety cover fits a 14 x 28 ft pool?

A 16 x 30 ft cover. The extra 2 ft is the overlap: about a foot of fabric onto the deck on each side, which is where the anchors are set. The pool measurement is the one to order by.

Can I use a winter cover on this pool instead?

Not as a barrier. ASTM F1346 files a winter cover under other covers and says it is not intended as a barrier for children under five. Only powered and manual safety covers face the section 7 load, deflection, drainage and opening requirements.

What warranty do these covers carry?

It varies by line. At this size the manufacturers state a 15 year limited warranty with the first 3 years full, and a 20 year limited warranty with the first 5 years full. Each cover lists its own.

How low should the water be under the cover?

Not far. Cover manufacturers state it as a maximum, commonly no more than about 18 in below the top of the pool, because the water underneath is what supports the cover under a snow load. These are mesh covers, so the level also climbs through the winter as rain drains in.

Do these covers need a cover pump?

No. Every cover at this size is mesh and self draining. Light does pass through mesh, though, so the algaecide dose under it is commonly doubled.
