What the pad is for
A mounting pad sits between deck mounted pool equipment and the concrete beneath it. Rubber gives a little under load, spreads the pressure over a wider area and keeps hardware from grinding directly against the deck surface.
When to change it
Pads are a wear item. Sun, chlorinated water and years of load turn rubber hard, tear it around the fastener holes and compress it flat. Once a pad has taken a set, the equipment above it can rock, which puts the load back onto the anchors and the deck. Swapping in a fresh pad is a short job and it is done without disturbing the anchors themselves.
