EZ Chlor pH Down is a pH decreaser, supplied here in a 6 lb size. It is used to bring pool water pH down when a test reads above the range you are aiming for.

This product lowers pH. It is the opposite of a pH increaser, and the two are not interchangeable. If your test kit shows a low pH reading, this is not the product you want.

Does this raise or lower pH?
It lowers it. pH Down is a pH decreaser, for water that tests above the target range. If your pH is low you need a pH increaser instead, which is a different product entirely.
What is the active ingredient?
