When you need it
The drain cap sits at the bottom of the filter tank and comes out any time the tank has to be emptied, most often at closing. That is exactly when an aging cap fails: the threads split, or the O-ring has taken a set and no longer seals when the cap goes back on. The symptom is a steady weep at the base of the filter that does not stop when the pump does.
Fitting
Because the cap and O-ring come together, there is no guesswork over seal size. Seat the O-ring, run the cap in by hand and stop when it is snug. Over tightening is what cracks these caps, and it does nothing for the seal.
