Pool coatings come in distinct families, and rubber base is one of them. The type already on the shell decides what can go over it. Rubber base is recoated with rubber base. What kind of paint is this?

A rubber base enamel coating. That is its own category, separate from epoxy and acrylic pool paints.

Can I put it over my existing pool paint?

Only if the existing coating is also rubber base. Paint types are not interchangeable on a pool shell, and putting rubber base over the wrong system is the usual cause of lifting and peeling.
