The problem it solves
Emptying a skimmer means reaching into the basket, and nobody enjoys finding out what is in there by touch. A handle turns it into a lift and a tip. That matters most in the fall, when the basket is packed, and in the spring, when it has been sitting.
Fitting
The bottom plate goes against the outside of the basket base and the supplied screws pass up through into the handle on the inside. It is a few minutes of work with a screwdriver and nothing else, and the basket you already have keeps doing its job. Check that your basket has a flat base area for the plate to sit against before you order.
