The 3M Scotchcast 2136 wet niche potting kit encapsulates the 8 AWG ground connection inside a wet niche shell. That encapsulation is what the NEC calls for when rigid nonmetallic conduit is used to install a wet niche underwater lighting fixture.
What the compound is doing
A ground connection in a niche lives permanently in pool or fountain water and, in a shallow niche, in sunlight as well. Both attack the joint. Potting the connection seals it away from the water and from the light, so the bond stays sound instead of corroding out of sight behind the fixture.
