Why two speeds
A spa asks a pump to do two different jobs. Most of the day it only needs to move water slowly through the heater and filter, and doing that on low speed is quieter and cheaper to run. When the jets come on it needs everything the motor has. A two speed pump covers both without a second pump plumbed in beside it.
