Flat, on purpose
A flat skimmer is shaped to run along the top of the water rather than dip below it. That is what lets it sweep leaves, bugs and pollen off the surface in one pass. Getting debris out at that stage matters, because organic material that sinks starts staining and gives the filter work it does not need.
