What a manual reset does
A high limit control shuts the heater down when temperature climbs past a safe point. The manual reset version will not come back on by itself once it has tripped. Somebody has to press it, which is intentional: it guarantees that a heater which has overheated is looked at by a person rather than quietly cycling back on.
Before you fit one
A limit that keeps tripping is usually reporting something else. Low flow from a dirty filter, a partly closed valve, a failing pump or a fouled heat exchanger all drive heater temperature up past the limit. Replace the reset kit when the control itself has failed, and chase the cause when it is tripping on a heater that is otherwise sound.
