What the outlet thermistor does

The heater has to know the temperature of the water leaving it, not just the water going in. That reading is what the control uses to hold your set point and to decide when something is wrong. The outlet thermistor is the sensor that supplies it.

Symptoms of a bad sensor

Thermistors rarely fail cleanly. They drift, so the heater acts on a temperature that is not real: short cycling, refusing to fire, overshooting the set point, or throwing a sensor fault. Because the kit is built from durable materials and installs as a direct replacement, swapping it is a quick way to rule the sensor in or out.
