What it is for

The axle block is held to the cleaner by a screw, and this washer goes under that screw. A pressure side cleaner spends its whole life shaking, and a plain fastener in that environment will slowly turn itself out. The lock washer is what keeps tension on the thread so the block stays where it belongs.

Worth doing properly

A lock washer earns its keep by deforming when it is tightened, which means it is a one time part. If you have the axle block off for a wheel or bearing job, put a fresh washer in rather than reusing the flattened one.
