What the dial controls
The mineral system feeds sanitizer into the circulating water at a rate you set, and the dial is that setting. When it cracks, spins without engaging, or will not hold a position, the system carries on feeding at whatever rate it happens to be stuck on. That shows up in the water long before anyone looks at the dial.
The o-ring matters
Water at the base of the dial is almost always the seal rather than the housing. This part comes as an assembly with the o-ring, so both the moving part and the seal are renewed together.
