Why the range matters
A Frog mineral system does most of the sanitizing work with minerals and only needs a small amount of chemical sanitizer on top. That is the point of the system, but it also means the water is meant to test far lower than a conventional pool or spa. Strips printed for ordinary chlorine levels do not have usable marks down at 0.5 ppm, so a correctly running Frog reads as though it has nothing in it. These strips are scaled for that low band.
Using them
Dip a strip, hold it still, and compare it against the chart on the bottle. Keep the cap closed between tests, since the pads are sensitive to humidity and a bottle left open loses accuracy long before the 50 strips are gone.
