The American Granby HWP208 is the #8 blue winter plug, sized for 1-1/2 inch pipe. It goes into open lines when the pool is closed so water cannot stand in the plumbing and freeze.
How the seal is made
A rubber sleeve sits between two plates on a bolt. Turning the wingnut pulls the plates together, the rubber has nowhere to go but sideways, and it presses against the pipe wall until the plug locks in place.
The blue wingnut
The wingnut is nylon rather than metal, so it cannot rust onto the bolt over a wet winter and refuse to turn in the spring. The blue color makes the size easy to pick out of a bucket of mixed plugs at closing.
Fitting
Tighten until the rubber has clearly expanded and the plug will not pull out by hand, then stop. The grip comes from the rubber, not from how hard the wingnut is cranked.
