When you need one
Ball valves outlast their handles. The body and the ball keep sealing for years while the lever, which is the only part anyone touches, takes all the leverage and all the sun. It cracks at the stem, or the square drive rounds out and the handle spins without moving anything.
Why replace the handle first
Changing the lever costs a fraction of a new valve and saves cutting the plumbing apart to glue a replacement in. If the handle has broken but the valve still holds when you turn the stem with pliers, this is the repair. If the stem or the ball is damaged, the valve itself needs to come out.
