What it is
The tube bundle is the heat exchanger core of the heater. Pool water is pumped through the copper tubes while the burners fire beneath them, and almost all of the heat the appliance produces moves across this one component. Everything else in the heater exists to run it safely.
When it needs replacing
A failed bundle leaks. The first signs are usually water pooling on the burner tray, rust below the exchanger, steam at the flue, or a pool that keeps needing make up water with no plumbing leak to be found. Once a tube has split there is no repair, so the bundle is replaced as an assembly.
Protect the new one
Copper is attacked by low pH water, by high total dissolved solids and by salt. If the first bundle went early, get the water balanced before the replacement goes in, otherwise it will follow the same path.
