What the bundle does
The tube bundle is the heat exchanger. Burner heat passes across the tubes and into the water running through them, so it is the single component the whole heater exists to serve. Everything else, the gas train, the controls, the blower, is there to feed it safely.
When it gets replaced
Bundles fail from scale, from corrosion when water chemistry runs aggressive, or from a leak that shows as water in the burner tray. This is a repair part, not a service item. If a bundle has failed early, the water balance that killed it is worth fixing before the new one goes in.
