This is the Perma-Cast PE-0015-S, a round stainless steel escutcheon for pool ladder and hand rail tubing with a 1.5" diameter.
Where it sits
The escutcheon rides at deck level, right where the rail drops into its anchor socket. It covers the gap around the tube so leaves, grit and water do not collect down in the anchor, and it gives the joint a finished edge rather than a raw hole in the deck.
Sizing it
The 1.5" figure is the rail diameter, not the anchor size. Measure across the tube before ordering, since rail stock comes in more than one diameter and an escutcheon sized for the wrong tube will either bind or sit loose.
