What it is
The plate closes off the motor end and carries the toggle used to select between the two speeds. Because the switch is part of the plate, a worn or seized toggle is replaced by changing the assembly rather than by trying to salvage the switch alone.
Why it fails first
The switch is the part of a motor a person actually touches, and it lives outdoors. Toggles wear, stick and eventually stop making contact on one speed, and plates corrode around the switch.
