What it controls
A two speed motor needs a way to pick a speed, and this rocker does it: high, low and off from one control mounted on the motor. Everything the motor does at low speed for filtration and at high speed for vacuuming or heating runs through these contacts.
Why they fail
Switch contacts arc every time a speed is selected, and outdoor equipment pads add damp and corrosion to that. The symptom is usually one dead speed while the other still runs, or a speed that only holds if the switch is nudged. That is a worn switch, not a failing motor, and replacing the switch is the far cheaper repair to try first.
