What it seals
The o-ring sits at the bulb assembly and is the barrier between pool water and the lamp. It spends its life compressed, warm and submerged, and rubber under those conditions gradually hardens and takes the shape of the groove it sits in. Once that happens it no longer springs back to seal, and the fixture floods.
When to change it
Change the o-ring any time the light is opened, especially when the bulb is replaced. Wipe the groove clean, fit the new ring with a thin film of silicone lubricant made for pool o-rings, and keep petroleum based grease well away from it. It is a small part that protects an expensive fixture.
