What the ring does
A light niche is set into the pool wall, and something has to close the joint where the niche face meets the surrounding finish. That is the plaster ring. It gives the plaster a clean edge to finish against and it forms the watertight seal at that junction. When the ring corrodes or the seal breaks down, water finds its way behind the finish, and the damage from that spreads out of sight long before anything shows at the surface.
Fitting it
The ring sits at the wall face, so replacing it is a drained pool job. The natural moment is during a resurface or any other work that already has the water out, which is why this part usually goes on the list at the same time as the finish.
