The part that keeps the light dry
Everything else on a pool light is metal, glass and wire. The gasket is the one soft part, and it is the whole seal between the lens and the housing. Chlorine, heat and years of compression harden the rubber until it can no longer take up the gap, and then water gets in. Fitting a new gasket is the cheapest step in any light repair.
When to fit one
Fit a new gasket any time the lens comes off, not just when the old one has visibly failed. If there is already moisture behind the lens, the gasket is the first thing to change before you go looking further. The lens screws, face ring and band clamp for this fixture are all sold separately.
