What it protects
The floating cord plugs into the cleaner, and that joint spends every cleaning cycle submerged. The o-ring in the plug is the only thing between pool water and the electrical connection. It is small and cheap, and it is doing the work that keeps the expensive part of the cleaner dry.
When to change it
Any time the cord is unplugged and the o-ring looks flattened, glazed, nicked or hard, put a new one in. Rubber that has taken a permanent set no longer springs back to fill the groove, so it can look perfectly intact and still let water past. Fit it clean, seat it fully in its groove and push the plug home squarely.
