What it is there for
The pressure switch is a safety interlock. It watches water pressure inside the heater and holds the ignition sequence until that pressure is high enough to prove water is actually moving. A heater that fires with no flow through it damages itself quickly, and this small switch is what prevents that.
Diagnosing before you replace
A heater that will not fire often points here, but the switch is sometimes reporting the truth. Low flow from a dirty filter, a partly closed valve, a packed skimmer or pump basket, or a tired pump will keep real pressure below the point where the switch closes. Restore flow first. If the pump is moving water properly and the switch still will not make, replace the switch.
