The Sta-Rite 23900-0039 is the brass tie rod for the System 3 D.E. filters, models S7D75 and S8D110. It is the genuine Sta-Rite part.

What a tie rod does

Tie rods are the tension hardware inside the filter that pull the assembly together and hold it against the tank seal. They live in standing water and take the full chemical load of the system, which is why the factory rod is brass rather than plated steel. A steel rod eventually corrodes, swells and seizes, and getting a seized rod out of a filter is a far worse afternoon than replacing it before it goes.
