How the head works
An in floor cleaning system drives water to a set of heads buried flush in the pool floor and steps. When its zone comes up in the sequence, the head pops up, the nozzle turns and sweeps a jet of water across the floor to push debris toward the main drain, then the head drops back level. A head that stays down, stays up or comes up without rotating is doing none of that, and the debris in that zone simply settles.
