What the bracket does
A millivolt heater has no electronic ignition module to fall back on. The standing pilot both lights the burner and generates the small voltage that runs the gas valve, and it can only do that if it sits in exactly the right place relative to the burner. The bracket is what holds it there.
When to change it
The bracket lives inside the burner compartment and takes heat every time the heater fires. After enough seasons it corrodes and loses its shape, and a pilot that has drifted out of position produces a weak or intermittent flame signal. Replacing the bracket while the pilot assembly is out is straightforward, and it removes a common cause of a heater that lights and then drops out.
