What the membrane does
The membrane pad is the sealed printed layer on the front of the heater control panel. The buttons you press are part of it, and each press closes a contact beneath the membrane. It also seals the panel against water, which is why it is a wear part on equipment that lives outdoors.
When to replace it
Years of sun and weather leave the pad faded, cracked or delaminated, and buttons stop registering. If the display still lights and the heater otherwise behaves, an unresponsive button is more likely the membrane than the board behind it. Replacing the pad is the cheaper thing to rule out first.
