When you need it

The combustion chamber has to seal on reassembly. Any job that opens it up, igniter work, burner tray service, an inspection after a shutdown, disturbs the seals, and a seal that has been compressed once has usually taken a permanent set. Refitting an old one is the common reason a chamber will not close up tight again.
