What the thermostat does
The thermostat is the part that decides whether the heater runs. It senses water temperature and closes the circuit that lets the heater fire until the setting is reached. When it fails, one of two things happens: the heater never lights even though water is flowing and gas is available, or it lights and keeps heating past the set point.
