What it does
The thermal regulator meters water through the heat exchanger so the exchanger works in the range it was built for rather than being flooded with cold water. Get that wrong and the heater either struggles to raise temperature or runs cold enough inside to condense on the exchanger, which is not a condition it survives for long.
