Why it is a safety part
A filter runs under pressure, and the clamp is the only thing holding the tank closed. Rust, a band that has been overtightened and stretched, or hardware that has lost its thread all reduce the grip. A clamp in that condition should be replaced rather than cranked down harder. Since the tank has to come apart to fit it, replace the tank o-ring at the same time.
