The Teledyne Laars R0096900 is the propane gas valve for Jandy Laars ESG Series 2 pool heaters. It is the LP version, not the natural gas valve.
What it controls
The gas valve is the gate between the fuel supply and the burner tray. It holds gas back until the control circuit calls for heat, then opens to feed the burners and closes again when the call ends. Everything the heater does downstream of that depends on it opening reliably and shutting completely.
Symptoms of a failed valve
A heater that lights the pilot but never fires the main burner, or one that will not shut down cleanly, is often looking at the valve. Check the pilot, the thermocouple and the control circuit first, since those fail more often and cost less.
Have it fitted properly
This is a gas carrying component. It should be installed by a licensed technician, leak tested on the connections and confirmed with a proper burner check before the heater goes back into service.
