What the impeller does

The impeller is the spinning vane pack behind the diffuser that actually moves the water. Everything downstream, filter pressure, heater flow, cleaner performance and skimming, depends on it. When a vane cracks or the passages pack with grit and hair, flow drops off and stays down no matter how often the baskets get cleaned.
