What the clamp does
The clamp is the band that holds the filter lid down onto the tank body against the pressure inside. It comes off every time the cartridge is cleaned and goes back on under tension, and after enough seasons of that plus weather the band corrodes, the fastener seizes or the shape goes out.
When to replace it
Any sign of rust through the band, a bent or sprung clamp, or a fastener that will not tension properly means the clamp is done. Replace it rather than persuading it, because it is the part that keeps a pressurised tank shut.
