Plug and gasket as one

The plug threads into the valve body and the gasket is what actually seals it. They are supplied together because the gasket is almost always the failure and there is no sense fitting a fresh one to a plug whose threads have already been strained.

The usual failure

The gasket takes a set, hardens and stops sealing, and the valve weeps at the plug. The instinct is to tighten it, which puts all the load on the plastic threads and splits the plug. Once that happens both pieces need replacing, which is what this assembly is.
