What the limiter does
The temperature limiter is a safety cutout. It watches water temperature at the heat exchanger and shuts the heater down before things get hot enough to do damage. Because it is a safety device, a heater that will not fire because of the limiter should be diagnosed, not bypassed.
Before you replace it
A limiter that trips over and over is often doing its job correctly. Low flow through the heater, a dirty filter, a closed valve or a heat exchanger fouled with scale all raise exchanger temperature and set the limiter off. Confirm flow and exchanger condition first, then change the limiter if it is the part that has failed.
