What a thermal fuse does
A thermal fuse is a last line safety device. If the heater exceeds its safe temperature, the fuse opens and the heater stops. It protects the equipment and everything around it, and it is deliberately built so it cannot be reset. Once it has done its job it is replaced.
Do not stop at the fuse
Because the fuse only opens when something else has gone wrong, fitting a new one is half the repair. Look at water flow through the heater, the condition of the filter, and the exhaust path before returning the heater to service, or the replacement will open in turn.
