What it seals
The diffuser sits over the impeller and directs water into the discharge. The o-ring is what keeps that path closed against the housing. When it hardens, flattens or splits, water that the impeller has just accelerated leaks back around the diffuser instead of leaving the pump, and the pool sees less flow for the same energy.
When to change it
Any time the pump housing comes apart, this seal should go back in new. It is a cheap part compared with pulling the pump down a second time, and rubber that has been compressed and heated for years does not seat properly once it has been disturbed. A light coat of pool rated silicone lubricant helps it seat cleanly.
