Where it goes
The all purpose plug closes off a port on the filter body. It is one of the pieces that comes out during a filter clean or a winterize and one of the easiest to lose, damage or cross thread on the way back in.
Why replace the plug and the o-ring together
A weep at the plug is almost always the seal, which goes hard and takes a permanent flat with age. The plug itself takes the abuse of being turned in and out, and a hairline crack around the thread will leak no matter how good the o-ring is.
